ABOUT THE JOB:
The South Coast AQMD is seeking an experienced individual to fill a Program Supervisor vacancy in the AB 617 Community Emissions Reduction Program unit of the Diversity, Equity, and Inclusion Office. This Program Supervisor position will serve as a project lead overseeing the development and implementation of AB 617 Community Emissions Reduction Plans, coordinating the technical analysis elements related to plan implementation and data interpretation, and working with relevant staff to coordinate AB 617 Community Air Program efforts.
The specialized duties of this position include, but may not be limited to:
- Supervise and oversee the development, implementation, and evaluation of emissions reduction plans in Environmental Justice (EJ) communities.
- Supervise and oversee the community selection process for the AB 617 Community Air Program.
- Supervise and participate in reviewing technical data or air quality data analysis in preparation of a community plan, reports, and presentation materials as part of the plan development and implementation.
- Provide recommendations for air quality data reporting, including web tools and fact sheets for public communication.
- Respond to inquiries regarding the AB 617 Community Air Program.
- Analyze and review information and data leading to the preparation of written documents such as findings and recommendations; plan, policy, and rule drafts; and supporting documents, reports, positions papers, graphs, charts, and statistical summaries.
- Interact and work with community representatives and local governments to develop solutions for EJ issues and to help ensure that the key concerns from the EJ communities are addressed.
- Outreach and collaboration with other agencies to address environmental issues in communities, and to identify programs at other agencies that can complement the AB 617 Community Air Program.
- Assign to staff and participate in statistical analysis of large datasets using Microsoft Excel, Access, GIS software, and/or statistical software programs.
EXAMPLE OF DUTIES
IN GENERAL, PROGRAM SUPERVISORS PERFORM THE FOLLOWING DUTIES:
Supervises a professional staff unit; plans, organizes, assigns, reviews, and evaluates the work of assigned staff; prepares performance appraisals; and provides technical and administrative supervision, support, coaching, and guidance, as necessary.
Oversees and participates in the planning, organization, and development of complex projects and programs for evaluating, maintaining, and updating the Air Quality Management Plan and for developing rules and regulations.
Prepares and supervises the preparation of evaluations, analyses, and other forms of quantitative assessment of air quality data; prepares and supervises the preparation of reports, scientific papers, and other written documents; reviews and edits materials prepared by team members; and evaluates the effectiveness of programs and projects in progress and redirects or modifies them as necessary in order to achieve South Coast AQMD goals.
Develops and modifies computer software, as required, for carrying out work on projects and programs; and conceptualizes research models by synthesizing or modifying concepts and approaches from the mathematical, statistical, and physical sciences.
Assists in the coordination of investigative projects concerned with the measurement and analysis of air quality or emission inventories and in the determination of emission reduction and source performance standards, working with engineering, source testing, and other technical personnel.
May conduct workshops and meetings or provide consultation and advice to individuals and businesses in matters related to area of expertise.
Reviews and reports on research papers and technical literature pertinent to air quality planning, emissions, control, and rule development.
Reviews legislation and provides technical assistance and expertise in preparation of briefs and testimony for legal proceedings affecting the South Coast AQMD.
MINIMUM AND DESIRABLE QUALIFICATIONS
In addition to the Minimum Qualifications which follow, the most competitive candidates will also possess the following:
- Training and experience that demonstrates thorough knowledge of air quality planning, community health program planning and implementation, environmental health, toxicology, epidemiology, the South Coast AQMD rulemaking process, and ability to administer research projects, contracts, and special air quality studies.
- Demonstrated experience writing policy documents, grants, briefings, agency reports, and other written reports that communicate agency work and positions.
- Ability to successfully lead, develop, build consensus for, and implement community air pollution programs.
- Ability to work or experience working with diverse stakeholders (including community groups, business representatives, and other agencies) on air pollution-related issues; and design similar programs or work with community groups and other agencies on issues that would be transferable to air pollution reduction programs.
- Ability to read and interpret permits, emissions and monitoring data, source tests, information pertaining to pollution controls, and industrial processes.
- Proven understanding of principles and methods of toxicology, especially in the context of environmental exposures.
- Ability to read, interpret, and communicate air quality data verbally and in written reports, including technical reports and lay language reports.
- Ability to successfully manage projects with multiple competing priorities and deadlines.
- Ability to effectively communicate agency positions and potential air quality impacts at meetings, workshops, and public hearings.
- Exceptional leadership, oral presentation, and written communication skills.
- Skill with computer applications and tools for data analysis, research, and report preparation.
- The ability to speak Spanish is highly desirable.
EDUCATION: Graduation from an accredited college or university with a bachelor’s degree in engineering or the physical, social, or biological sciences, depending on the particular functions of the assigned unit.
EXPERIENCE: Four years of technical air quality or professional analytical experience which would demonstrate the requisite knowledge, skills and abilities defined in the job announcement for the position to which assigned.
KNOWLEDGE OF: A specific discipline such as chemistry, economics, environmental planning or related field, with emphasis on its relationship to air quality planning and rule development; the principles, methods, and procedures of environmental review, planning, and rule development; the provisions of the Clean Air Act; Federal and State regulations regarding air quality and air pollution control; research methods and techniques; air quality modeling; emissions calculations; research methods and techniques; statistical and computer software applications common to the field and to the general business environment of South Coast AQMD; computer programming; and principles and practices of supervision.
SKILL OR ABILITY TO: Compile and analyze technical data; direct and evaluate comprehensive planning and research studies; understand and interpret applicable laws, rules, and regulations; understand and apply appropriate computer-based analytical techniques to complex air pollution control problems; proficiently use PC software applications common to the field and to the general business environment of South Coast AQMD; read, understand, and follow verbal and written directions; communicate clearly and concisely, both orally and in writing; prepare and present concise, logical reports of a technical nature; establish and maintain effective relationships with all those contacted in the course of work; plan, organize, assign, review, and evaluate the work of assigned staff; and make effective public presentations.

THE SELECTION PROCESS
